The board

As of January 1, 2024, the board consisted of 10 members. Mr. J. Koning has stepped down in the interim, and Mr. M. Oosterkamp has been appointed as a prospective board member.

As of December 31, 2024, our board consists of 9 board members and 1 aspiring board member.

 

Number of members

At the beginning of 2024, the membership was 1080.

In 2024, we welcomed a total of 37 new members. Twelve members moved within Wetland Wonen's service area and remained members. Sixty-six members moved (with or without notifying the tenants' association) or terminated their membership due to death, moving to a nursing home, or moving elsewhere.

People often forget to report that they have moved.

But people often forget to inform us that they have purchased a home through the Wetland Wonen “Fijn Kopen” project.

It would be very nice if someone could inform us about this in a timely manner.

The total number of members as of December 31, 2024, is 1051.

Several times a year, we receive the lists from Wetland Wonen to compare with our own lists regarding tenant association membership. This allows us to accurately track who is a member.

Membership in the tenants' association is linked to the property, not the individual. Therefore, when someone moves out, their membership automatically expires.

The decline in membership is also partly due to the relatively large number of migrant workers living there. These people don't speak Dutch and don't understand anything about what we do.

In addition, many homes are allocated to status holders, and here too, language is a problem.

Then there's the group of people who return to the neighborhood from residential care. These tenants usually have a lot of baggage and fewer financial resources.

 

In 2024, Wetland Wonen sold 3 social rental properties.

 

Meetings/consultations

In 2024, the chairman and secretary had an informal meeting with the director 11 times.

The chairman and the secretary have had six operational meetings with Mrs. C. Vennink.

 

As the general board, we have met twice with the management of Wetland Wonen.

 

As the Executive Board, we met six times. As the General Board, we met twelve times. We met twice as the General Board with the two members of the Supervisory Board who represent us at Wetland Wonen on the Supervisory Board.

 

The complex contacts and the chairperson meet twice a year with the area managers, namely Mr. A. van der Weide and Mr. E. Jonk.

In addition, the contact persons meet with the residents' committees of the complexes twice a year: once in the spring and once in the fall.

By complexes we mean: the Vierhoek in Blokzijl; the Perelaar in Wanneperveen; Nieuw Clarenberg, De Steinen Vuyst (there is no residents' committee here because the complex is too small for one) and 't Westerholt in Vollenhove; Gasthuysland, the Beukenhof and Kastanjehof in Hasselt; the Cingelhof, the Klampe and the Kraggehof in Zwartsluis; Zonnewiede in Giethoorn; Weidegreven and the Meente (here too there is no residents' committee) in Genemuiden; the Ahornhof, Wolthuismarke and the Backermarke in Zwolle; De Landerijen in Oldemarkt; De Vesting and the Sluisweg in Steenwijk.

 

In April 2024, a meeting for all residents' committees was held at the Zwartewater Motel in Zwartsluis. The caretakers introduced themselves and explained their responsibilities.

The committees that attended found it a very successful meeting.

 

We spoke with Wetland Wonen about their 2023 annual report and their 2024 annual plan and budget.

 

We advised Wetland Wonen on rental policy and rent increases.

Homes with an E, F, and G label have not had a rent increase in 2024.

The average rent increase was 5.2%.

 

 

We have received an explanation from Wetland Wonen regarding maintenance work on homes and the period in which this will take place.

 

We collaborate with other tenant organizations (NoWoZo) on the regional housing allocation system. We do this with the support of consultants from the Woonbond (Dutch Tenants' Association), namely Ms. M. Hilbolling and Mr. M. Groen.

We will include information that is important for our tenants in the next edition of our association magazine.

 

 

HVZ held a general annual meeting once in 2024.

At this annual meeting, our treasurer, J. van Benthem, was retiring and not eligible for re-election. No new candidates had applied.

After the annual meeting, a new candidate came forward.

In the second part of this annual meeting, explanations were given on how to save energy.

There was a good turnout of members.

In June 2025, we held an additional members' meeting in Hasselt to appoint a new treasurer and the new audit committee.

 

Courses and symposium

As a board, we have attended several webinars (online lectures) from the Woonbond (Dutch Tenants' Association) on various topics, such as:

Effective meetings, energy labels, good landlord practices, public housing, rents and rent adjustments, rental policy, the role of the residents' committee in renovations, local performance agreements, livability, senior housing, service charges, the paperwork, articles of association and the GDPR, Budget Day, affordable rent, residential care vision, the tenants' association work plan, making social housing more sustainable.

 

Performance agreements

The tenants' association is a full-fledged partner in the performance agreements with Wetland Wonen and the municipalities of Zwartewaterland, Steenwijkerland, and Zwolle.

The performance agreements, annual tranche 2023, with the municipalities were evaluated in 2024. Agreements that had not yet been finalized were further developed and implemented in 2024. In the second half of 2023, new multi-year agreements were made with the municipality of Steenwijkerland for the period 2023-2027. Based on these new agreements, the annual tranche for 2025 was drawn up in 2024, in which the current agreements were further adjusted and elaborated. Four meetings were attended by two people for this purpose. 

The multi-year agreements for Zwartewaterland cover the period 2022-2024. The 2025 annual tranche for the municipality of Zwartewaterland was signed in December 2024. In 2024, four meetings were also attended by three people regarding the performance agreements with the municipality of Zwartewaterland.

We are not yet involved in the performance agreements with the municipality of Zwolle because Wetland Wonen does not yet have many rental properties there.

The Municipality of Zwolle and Wetland Wonen have established multi-year performance agreements for the period 2024-2027. As a tenants' association, we were involved in these agreements through consultations between two HVZ representatives and Wetland Wonen.

 

The tenants' newspaper

We publish a tenant newsletter four times a year, containing information for our members. Of those four, one newsletter is sent to all Wetland Wonen tenants, and that is the Christmas edition.

The tenants' newspaper is also sent to all political party factions for which we have an address.

 

Other matters

At the beginning of April 2024, members of the tenants' association received the Rent Guide, which explained the rent increase effective July 1, 2024.

The Rental Guide is a publication of the Dutch Tenants' Association, to which we are affiliated as a tenants' association.

When we receive the Rental Guide, we always have a few copies left over. These are then used to recruit new members.

 

We have also mediated between tenants and landlords for several tenants to reach an acceptable solution.

We provided 55 verbal advices to tenants who had questions or problems with Wetland Wonen and 30 written advices.

Advice on maintenance that has not been carried out correctly, delivery of the home, acceptance of the home, moisture problems, etc.
